I have the honour to forward for Your Excel-

-lency's information the attached print of correspondence relating to Light Dues in this Colony (1873 - 1908) and to invite your special attention to those documents which concern the Cap Rock Lighthouse (los, 38 109 and the enclosure in lo. 169).

The Gap Rock is an island about 29 miles South by West half West from ilongkong. It is 96 feet high and has an area of 2.72 acres. After negotiation with the Chinese Covernment it was decided in 1880 that a lighthouse should be built upon the Cap Rock, the estimated cost of construction being 880,000; and, 28 the Chinese Covernment was at that time opposed to granting a lease of the lock to Creat Britain, the following arrangements were agreed upon in connection with the lighthouse and have re ained in force up till now:-

(1). Gay Rock is and remains Chinese Territory.

(2). The Kowloon Customs to contribute $7,500 towards con-

-struction, and $750 annually towards maintenance of a lighthouse on Cap Rock: the further expense being borne by Hongkong Government.

(3). The Comissioner of Chinese Customs at Kowloon to place

the work of construction and maintenance in the hands of whatever officer the Hongkong Covernment may nominate. (4). Chinese Customs Officials to be at liberty to visit and inspect the light at pleasure, and the island to remain
